We wanted to make you aware of the problems we, as a Church, have experienced so that other Churches who bank with Barclays, or are considering doing so, are aware of the issues. The background is that the Church had banked with Barclays for about 20 years. We had always been very satisfied with the service from them and our account was kept in good order. About eighteen months ago our treasurer started to receive letters, quite threatening in tone, asking that he contact the bank to discuss the account. Accordingly, he always contacted them without delay. Firstly they required a form to be completed regarding the nature of Church activity and names of trustees; this was done and returned. On the second occasion they said they had not received the form; but it transpired they had lost it. Our treasurer sent it again by both recorded delivery and email. On the next occasion they required some additional information, which was provided. In August 2023 a further letter was sent requesting contact; on this occasion they once again had trouble finding the form but, while our treasurer was on the telephone, did locate it. The treasurer was told that everything seemed to be in order, and he thought that was finally the end of the matter. However, yet another letter was sent second class, dated 13th September 2023, which had not arrived by the time our treasurer went to visit family in Australia on 18th September. Because no response was made, Barclays closed the account on 9th October 2023. As soon as our treasurer became aware of this, he telephoned Barclays from Australia, explaining that he had not seen the letter and asking that the account be re-opened until he returned to England. This request was refused. In the letters from Barclays they state we have tried to contact you; but though they had the email address, mobile phone and landline number of our treasurer, they never tried to contact him through those channels. Closing the account in this way has caused the Church a number of significant problems. Many of our bills were paid by Direct Debit and many of our members paid money into the account through Standing Order. These were all stopped. In addition we have been unable to bank the weekly collections or, ourselves, pay bills or send money to charities. We are in the process of opening a new account with a different bank but this is taking some time and, at present, we do not have a bank account. There has been a financial cost to us and also a cost in terms of our reputation and relationship with those who supply services and are paid by Direct Debit. We have subsequently, been made aware that several Churches and small charities have experienced similar problems to ourselves. We have also recently learned that the Charity Commission has had concerns about how banks deal with charities; their particular concerns were charities having accounts closed or suspended for long periods, a reduction in bespoke services, charities experiencing poor customer service and administrative delays and charities finding online banking is not designed to match the way they operate. As a result the Commission sent a later, dated 15th November 2023 to the chief executives of all the major banks stating there is much more banks could do to make this easier for charities. We endorse that and await the outcome of a more user-friendly banking service that supports charities in their work.
